[tap-l] TAP Secretary?

It occurs to me that it would be handy to have a secretary position for TAP. 
This is basically the person who makes sure things get out of our collective 
heads and written down and in some orderly fashion.

Responsibilities would include:

* Getting proposals written up on the wiki.
* Ensuring the proposals stay up to date with current positions and thinking.
* Managing formatting standards.
* Getting the spec written.
* Investigating standards options.

This could be done by the secretary, by an array of secretaries or by the 
secretary kicking other people to do some work.
