[tap-l] Nested TAP

Before we all jump on the bandwagon and agree to break backwards
compatibility, could we at least *attempt* to address this:

We might be drawing this out for no good reason.  I'd rather give up
nested TAP than break backwards compatibility, though I realize that,
aside from myself, consensus for breaking backwards compatibility seems
unanimous.
