It sounds like this could be useful - but why does it have to be integrated into TAP? TSP could be a separate protocol with it's own consumers, that processes TSP and allows TAP to pass through (relatively) unaffected. Minor tweaks may be necessary.

I can see the application, but I would rather not place the additional burden on TAP consumers. Such a change may also endanger the forward compatibility of existing consumers since they should be ignoring anything they don't understand, in which case none of the tests prescribed by the TSP output would be run.
